At present, employers pay an employee who has been signed of sick £86.70 per week. Once the SSP exceeds 13% of the total National Insurance bill for the period, employers can reclaim it under current guidelines known as the Percentage Threshold Scheme (PTS).

Designed as a disaster relief scheme for small employers, PTS helped those who could not afford to bear the cost when too many workers were off sick.

The upcoming allowance, which is available from 6 April 2014, is worth up to £2k off the employer's NIC contribution bill for over 1.25 million businesses across the country. An estimated 450,000 businesses will cease to pay NICs altogether as 90 percent of the benefit will to SMEs employing less than 50 people.

The government has announced that it will help small firms reduce energy bills to cut costs. More than 3,000 rules will be dropped or amended, saving more than £850m a year, Cameron will tell the FSB.

The FSB has said that supporting the small business sector should not be a "nice-to-have" afterthought. David Cameron has told the BBC, that under his watch, the UK would have "less regulation in place than when we started".
